Prevailing Wage Issues 

For filling out the 6/1/11 - 5/31/12 Wage Survey (DUE 7/31/12)

1)  Report as many of the 54 Heavy Equipment Classifications as you have on the project.  Typically only 1 to 5 Classifications for each Project Type are being reported.  It only takes 500 PRIVATE hours to set a rate for each classification in each county.  On Airport & State Highway Work (Project Type C) you must report white sheet work (the state has to use public work to set those rates - there is no private work).

2)  
Higher priority projects include private work but be sure to include public hours as well.  BOTTOM LINE - report ALL HOURS!
  
3)  Keep base wages and allowable fringe benefits separate.  Do not combine them into one total wage rate.  Report all hours.

4)  Overtime hours, working Foreman/Supervisor hours can be reported BUT the hourly rate needs to be reported at the BASIC RATE that is listed for that classification/equipment of your contract (i.e. Area I, Area II, etc.) and do not include premium pay paid (i.e. illuminated operator, certified crane operator, etc.) on the HBR.

 
5)  The allowable fringe benefit is the fringe amount you need to put on the survey, as there are some contributions not acceptable to DWD.  We have provided the allowable fringe amounts in the booklet (Operators Wage Rates June 1st 2011 – May 31st 2012).  The PREVAIL program will have both the rates and allowable fringes on it.  Click here to download the Prevail program.
 
6)  Out of State contractors, report the WI employees - not the employees with rates/fringes that are going back to your/their home state and do not reflect WI Master Collective Bargaining Agreements.

7)  Do not report your special agreements or addendums that do not reflect WI Master contracts that are not on file with DWD.

8)  Use the Prevail Program (click here).  If you are overriding the hourly basic rate and/or the allowable fringe benefit that is provided for you in Prevail - Call CBG.

10)  Download the "Operators Wage Class Help Booklet June 1st 2011 - May 31st 2012" (click here) to assist with the Heavy Equipment Operators Classification Codes, Hourly Basic Rates and Allowable Fringes.

11)  Send your survey data to pwsurveyreview@wilaborers.org PRIOR to DWD for any possible errors that could be corrected before going into the State of Wisconsin.

 

If the person listed or your contractor name is not correct on the envelope and needs to be changed, please call us so we can correct it in our records.
